Crimes of Sergio Fajardo

Conspiracy to commit a crime, because he knew, maintained, and did not oppose the hiring of the powerful paramilitary narco Francisco Angulo Osorio for the Hidroituango project. On June 28, 2012, a contract was signed in the name of the powerful drug trafficker Francisco Angulo Osorio and the legal representative of the Ituango Fishmonger Consortium Ricardo López Lombana, who at the time the contract was signed represented the large companies TOPCO SA, MINCIVIL SA, and SP EXPLANACIONES SA, concessionaires of the Hidroituango project.

The purpose of the contract was the conditioning of several lots on a drug trafficker's farm, located in the Santa Gertrudis village in San Andrés de Cuérquia, through leftover materials from the excavation of a tunnel from a Hidroituango work.

López Lombana, manager of the Pescadero Consortium, was given the sum of 258,200 million pesos for the Hidroituango project, whose partners at that time were the Government of Antioquia, the Public Companies of Medellín, and the Institute for the Development of Antioquia. At the time the contract was signed, the governor was Sergio Fajardo and the manager of the Hidroituango company was Luis Guillermo Gómez Atehortúa and his concessionaire Ricardo López Lombana.

For that tunnel, some deposits were built whose surplus material was given to the drug trafficker Francisco Angulo, violating environmental regulations and forgetting that, by giving the contract to a drug trafficker, there could be an extinction of ownership over these lands. For this reason, the environmental agency ANLA proceeded on September 27, 2012, to order the suspension of the construction of the tunnel and the activity in the deposits. The contract with Hidroituango was so related that for this reason, they had to paralyze several works on the project.

Who should have known about the existence of this contract apart from Sergio Fajardo?

A request dated November 13, 2012 in the framework of the administrative procedure shows that the main lawyer of EPM Jesús Ignacio Mejía was aware of the contract and that copies were sent to:
